Problems with my new computer again.

FOR THE LOVE OF GOD DON'T BUY ANYTHING FROM Vigor Gaming.
Anyway my computer was shipped back to me "fixed" and now I can't get windows to start up. Tried running one program on it and I got the blue screen of death. Now when I try to start windows it just shuts itself off a few seconds after I select that I want to run windows from the list of safemode, normal, last known good configuration, etc. Should I reinstall Windows?
Oh yeah and on top of that most of the components in my PC were disabled when they shipped it back to me. Bunch of BS i'm going to call them tomorrow and get a refund if i can't get this thing fixed.
